According to the Article 42 of the Comprehensive and Extended Partnership Agreement (CEPA), which the Republic of Armenia signed with the European Union and the European Atomic Energy Community and their Member States in 2017, RA Government has an obligation to develop a roadmap for the closure of the Armenian Nuclear Power Plant (ANPP). In 2019, the Prime Minister of Armenia adopted a decision on the CEPA Implementation Roadmap, but the part of the ANPP closure roadmap was not included in the document.
In addition to the direct stakeholders (RA Government, “Armenian Nuclear Power Plant” CJSC, “Armatom” CJSC, State Nuclear Safety Regulatory Committee), which are responsible for the development of the roadmap for ANPP closure, the other stakeholder is the population of 25 communities in the area with a radius of 5-10 km from ANPP. Unfortunately, 103600 residents living in ANPP affected zone are not involved in any discussion concerning ANPP. The communities do not have a special status of affected communities, and that’s why the local residents do not have any privileges. They do not receive additional financing or social programs and any special support required for their safety, security and livelihood. They do not participate in decision-making process concerning ANPP lifetime extension. They are not aware of the obligations; which RA Government has taken within the frameworks of CEPA. Their knowledge on radiation protection is very low. The residents’ rights to information and healthy environment are violated.
