Current Activities of the EaP CSF Armenian National Platform

 EaP CSF Armenian National Platform Annual Assembly

On December 28, 2017 at “Opera Suite” hotel EaP CSF Armenian National Platform Annual Assembly was held. The agenda of the event included the summary of the ANP activities for 2017 and the planning of forthcoming actions. The event was attended by H.E. Mr. Piotr Antoni Switalski, Ambassador, Head of the EU Delegation to Armenia, who made a welcoming remark. The Ambassador spoke about the EU-Armenia bilateral relations, Comprehensive and Enhanced Partnership Agreement (CEPA) and the importance of the role of civil society in the monitoring of the reforms process.

Afterwards a presentation was made by Karen Zadoyan, President of Armenian Lawyers’ Association, Project Manager of “Commitment to Constructive Dialogue”, who mentioned that the 36-month Project is implemented by 6 organizations and is funded by the EU. For 120 CSOs selected on competitive basis a capacity building training will be launched for the development of evidence based public policies and implementation of sustainable constructive dialogue with the Government.

Haykuhi Harutyunyan, Member of CSF Steering Committee, President of “Protection of Rights without Borders” NGO presented the results of the CSF 9th Annual Assembly in Tallinn. Annual reports were presented by ANP WG2 Coordinator Karen Chilingaryan and ANP WG4 Coordinator Grigor Yeritsyan. Heriknaz Harutyunyan, Executive Director of the EaP CSF ANP Secretariat, presented a report on CSF ANP Secretariat activities.

Boris Navasardian, CSF ANP Armenia Country Facilitator, President of Yerevan Press Club, summarizing the ANP annual activities, noted that the principal issue in the nearest future is the development of concrete mechanisms for Government-civil society cooperation and the establishment of working groups in targeted spheres, where both the Platform member CSOs and Government representatives will be permanently represented.

The next issue of the agenda was the presentation of the decision on the appeal filed to the EaP CSF ANP Ethics Council by Pink Armenia NGO. The Council had discussed the comment by Sargis Sedrakyan, ANP member, President of “Farmers’ Movement” NGO, on a piece published on “AybNews” news portal and its compliance with the ANP ethical norms. Having discussed the issue, the ANP Ethics Council came to a conclusion that Sargis Sedrakyan had displayed discriminatory attitude and behaviour both in his comment under the article and in the subsequent correspondence among ANP members, which is no way appropriate for an ANP member, as it runs contrary to the set of values uniting the ANP member CSOs.  As a result of the voting by the ANP Delegates Assembly Sargis Sedrakyan’s right to participate in the voting of ANP Delegates’ meetings, as well as to elect and get elected was suspended for 1 year.

The third part of the Assembly was dedicated to the sessions of the ANP Working Groups, during which elections of WG coordinators were held.

Abraham Artashesyan, Vice-Chairman of Communities Finance Officers Association, was elected as Working Group 1 coordinator.

Karen Chilingaryan, President of the Consumers Consulting Center NGO, was re-elected as Working Group 2 coordinator.

Amalia Hambartsumyan, President of “Khazer” Ecological and Cultural NGO, was elected as Working Group 3 coordinator.

Grigor Yeritsyan, President of “Armenian Progressive Youth” NGO, was re-elected as WG4 coordinator.

Naira Arakelyan, President of Armavir Development Center, was re-elected as Working Group 5 coordinator.

The Assembly of the EaP CSF Armenian National Platforms was organized in cooperation with EU-funded “Commitment to Constructive Dialogue” Project.

EaP CSF Armenian National Platform Delegates’ Assembly


On December 13, 2017 at the office of Armenian General Benevolent Union (AGBU) EaP CSF Armenian National Platform Delegates Assembly was held.

At the first session of the Assembly moderated by CSF ANP Secretariat Executive Director Heriknaz Harutyunyan, a presentation was made on Bridge for CSOs three-year Programme funded by the European Union and implemented by Armenian General Benevolent Union (AGBU) in partnership with Eurasia Partnership Foundation. Arsen Stepanyan, Team Leader of Bridge for CSOs Programme mentioned that the Programme aims to strengthen the capacity of Armenian civil society organizations to effectively contribute to decision making processes in Armenia.

The next speaker of the Assembly was Heriknaz Tigranyan, Legal Adviser of Transparency International Anticorruption Center, who clarified issues regarding the CSO-related legislation and law enforcement practice (re-registration of CSOs, volunteering, etc.).

The Assembly attendees actively participated in the discussions and received comprehensive responses to their questions.

Afterwards, the attendees started discussing issues related to the current activities of the CSF Armenian National Platform. Boris Navasardian, CSF Armenia Country Facilitator, presented the applications for temporary membership to ANP Delegates’ Assembly, candidatures for the ANP Ethics Council were put forward. A discussion took place, but no voting was held, since there was no quorum.
